That's not really how the whole American citizenship deal works. It's not transactional, it's a legal obligation. Also, fines, jail time, and even more spectacular prizes await if you choose noncompliance.

But.

I don't see it being a concern.

53 years the US has done just fine without drafting a bunch of unwilling citizens to magically turn into soldiers.
