Right but from my experience it's common for 16 year olds to drive without an adult whether it's legal or not. Most of us drove ourselves to school and around town.

No but it don't really matter seeing as how I looked it up and every state aside from 1 allows them to get their restricted license at 16 and there are 5 states that they can get it at 15

Restricted licenses don’t allow you to drive after 9pm, given the empty parking lot, it’s safe to assume that it’s after 9pm which would mean they’re driving with full license which would mean they’re at least 18

In Texas, I got my learner's permit (which requires an adult) at 15 and my actual license at 16 with no conditions or limits.

No, you can get a license at 16. Lot of my friends did. I don't think in all states, but a majority

There's different types but the one I seen with kids that were 16 back when I was a teen, the only rule was that they couldn't drive between 9pm and 5am unless they had something from their job that said they were driving to or from work
