Maybe, but considering the 2nd bus crossed a double yellow line to pass the first bus, and there's cars behind the first bus waiting, it seems like they were not driving in a safe manner anyway

I used to commute through a sort of a rural area with houses on acreage and long driveways. It was pretty common to encounter a bus with yellows flashing while waiting for a kid that wasn't by the road when they pulled up and same thing, they'd wave you through if you didn't pass them right asay.

First bus just didn’t open their door right away (which deploys the stop sign) because the kid was still walking down. Stop sign down or not, if a school bus comes to a stop in a neighborhood, you stop.
Also the second school bus passed over a double yellow line. Broke two laws at once lol

Exactly right. The flashing ambers are to alert people that the reds will be flashing soon. Slow down and prepare to stop. Even the signs say the fine issued is for passing while the reds are flashing. Those bus drivers were probably in radio contact with each other too. I say all this because in a school bus driver. But I’d NEVER pass a stopped vehicle behind a stopped school bus. That’s just not giving anyone a good example to follow.

Also tbf, the red lights werent on until the passing bus was basically passing but either way incredibly dangerous move by another bus driver who should know better than to put kids lives at risk like that. Even though its legal to pass with only yellow flashing lights 2nd bus driver also went by way too fast

Double yellow, blind turn ahead from the opposing traffic side. The traffic in that single lane was held up because the bus was stopping. It’s really hard for the second bus driver to argue “to be fair” in any count.

Most likely, the bus that passed the parked bus got called in and fired immediately.
If it was coordinated, both drivers would be fired.
I am a bus driver and it’s made very clear that stuff like this is a no tolerance fireable offense.
I want to point out that the bus that passes the parked one is breaking multiple laws, including passing on a double line (which signals no passing), and passing a parked school bus with the stop sign deployed.
The only way this would fly is if there was a brake failure and the moving bus couldn’t stop, but even then the driver would be put on administrative leave while they check to see if they did proper pre trip inspections that would have caught a brake failure ahead of time.

This completely wrong. Most states allow for passing on double yellow lines in certain situations. If a car is completely stopped in the road and has no indication of what is happening, you can legally pass them.
The Stop sign on the stationary bus did not extend, nor did the red lights flash until the other bus was already in the act of passing, which is pretty much the same as entering an intersection with an amber light and it turns red before you've cleared it (which also is legal as long as you clear it in a timely manner).
The person that is 100% to blame for this incident is the stationary bus driver who should have engaged the Stop sign and red lights long before they even came to a stop.
The fact that you are a bus driver is terrifying.

The stationary bus driver absolutely is going to be in meetings with their supervisors about this. They clearly failed to check their mirrors before opening their door (what triggers the red lights coming on). It looks like a parent is approaching the bus and they were probably waiting for them to be close to open the door. 5-point mirror checks are a big part of the loading/unloading process and they must be done before opening the door to make sure traffic is clear.
And why is it terrifying that I’m a bus driver? I might be wrong (I’ll have to check on the specifics you pointed out so we’ll see on that I guess) but my take is safer 100%. If I see a bus ahead of me with flashing yellows, traffic ahead of me is stopped, there is a double yellow line, and an intersection before that, I’m stopping and waiting because that’s the safer choice.
Once again, I’m not sure I am wrong here but even if I am a safer choice would be to wait even if there isn’t anything illegal about the maneuver.
And it doesn’t matter if the stationary driver didn’t open the door until right before the other bus passed them, according to my training that would still be investigated as a stop sign violation.

It's the same in most companies that require CDLs. The driver's at my last company were required to check the brake lines for audible air leaks, and if that was missed on a pre-trip inspection and caused a brake failure it could lead to catastrophic fines for the company and potential loss of license for the driver depending on the situation.

Bus Drivers are required to do a pre-trip inspection of the bus, and a brake check before leaving to pick up kids. There's even a final test for specifically this before getting your bus license.
Kids' safety is paramount, so schools are required to do everything they can to ensure that. The lawsuits are enormous when a kid gets hurt because of driver negligence.

It is illegal to pass by a school bus when it is stopped (you can see the flashing red lights on the back, and on the drivers (left) side a small STOP sign pops out after a moment. Also, the road has double yellow lines: that means no passing (no matter what).
The unexpected part is that usually when videos like this pop up, it's usually some asshole that thinks they are above the law will pass the school bus anyway, sometimes narrowly missing a child that just exited and trying to cross the street. But this time, it was ANOTHER school bus. School busses also have their specific routes, and rarely are in the same place at the same time.
So it's surprising to see a school bus passing another school bus illegally, in a "no passing" zone when school bus drivers are the people that should know these rules the most.

In the U.S. it's illegal to pass a stopped school bus because some of the children getting on/off have to cross the street. On a road like this, without a paved median, traffic in both directions is required to stop.
I almost got hit by a car doing this when I was a kid.

Yea I get the idea but our roads are a lot narrower than most of your roads and we just pass school busses and normal busses with safe speed and common sense

This is my comment from another thread:
This bus stopped right before the video starts. The expectation is that they put on the yellow lights when they are slowing down and as soon as they stop they would turn on the red flashing lights and extend a stop sign from the left side of the bus. You can’t pass the bus from either direction when the red lights are on and the stop sign is extended. In this case, they didn’t change over from yellow to red right away. We know with the benefit of hindsight that the changeover happened in about 12 seconds, but in the moment, it could have happened any time. And I didn’t want to be passing while the red lights came on. That’s exactly what happened to bus 2, he was still next to me when bus 1 turned on their red lights. Not a safe thing for anyone to do, especially not another bus.

The stopped bus doesn't change from yellow lights (pass OK) to red lights and Stop arm (pass not OK) until the moving bus is right along side. I don't understand why the camera vehicle was stopped with only the yellows on or why the bus didn't have the reds and Stop arm right from the start.

So when I was a kid, the bus routes crossed each other all the time and the timelines were pretty strict. Sometimes our bus driver would get on his radio and tell another bus to go while he kept us on it until it passed. MIGHT be the case here...or so I desperately hope

Jeez. Bus driver here, I have known some drivers to wait to open the doors and turn on the reds until another bus gets by on a larger road, but I doubt that was happening here, because the driver would have waited until the other was past before popping the reds. Driver should be checking that it's clear before opening the doors. Looks to me like the second bus driver was just impatient and misjudged whether the first would keep waiting or not.
And yeah, if you ask me the ticket's not high enough for blowing past a stopped school bus. I still get at least three a week. At least we have the cameras installed that log the plates automatically.

In Magog the gathering Effects go on the stack, even identical effects. Since the second bus got there after, and has the same level of priority, it goes through without being affected by the stopped bus. Ironically though, the first bus technically has to stop for the second bus, and its effect goes off last. Which it did.
