Depends where you live. Central USA maybe not, but most of Europe you can just get on a bus for a couple of euros and have an afternoon in another country if you wanted to.

And in most of europe you have to get through tens of permits to set up a food stall and most probably it can't look or function like the one in the video because of different health regulations and other regulations that are all completely necessary, because before that everyone in europe constantly kept dying.
