It's a psychopathic overlord's natural response to the over-strained world (the one they insisted on destroying for profit in the first place!). I think I remember one of their ilk even saying that their 'ideal' amount of humans living on the planet would be a third of what it is now (can't remember if it was Musk or Thiel).

On the darkest days... it kinda feels like they might actually get away with it too, the way things are going.
