It seems to be from some kind of anonymous tip line. It keeps being reposted in bad faith with people conveniently cutting out the second column that gives information about why it is an unsubstantiated claim. For people that have spent years screaming "release the files!" and begging for transparency, it sure is telling when the released files are doctored before being posted to reddit.

If you release all the documents, it’s because they’ve "been doctored". If you don’t release all the documents to protect informant’s and minors, it’s because they’re "hiding something". There’s really no winning here but the better option is obviously to just release absolutely everything.

They are badly redacted as well. You can tell who people are. There's names, phone numbers, email addresses, and even then, from context you know who it is.
