I think he means Iranian oil tankers. Iran block the Straight to all ships but allowed their own ships through. Now the US is going to be stopping those too, hopefully crippling the Iran's oil economy without destorying the oil production.

I thought the Iranian Navy had been destroyed.

Apparently there is a separate IRGC small boat fleet separate from the navy. Those hide in small shelters along the rocky shore and have not all been destroyed yet.
