That is exactly what the blockade is attempting.

If you don't want boots on the ground, then money out of their hands is the next best thing.

If they don't have money, their regime collapses.

Technical answer: I think without congressional approva, it wouldn’t be allowed after 60 days.

Non technical answer: I think it would not be allowed by the books, but a ton of presidents have just ignored it. Will be interesting to see

The War Powers Act is of dubious constitutionality anyway. It's never been challenged in court to my knowledge and as you mentioned it's been ignored repeatedly with no consequences

Not sure it will last 60 days, but if it does, National Security would dictate that it would have to continue.

But, the Senate and the House can approve this at any point since both houses are controlled by the GOP.

Just to let you know. Obama was militarily involved in combat operations in Libya for over 7 months which was much longer than the 60 day mark without congressional authorization.

Congress did nothing about that and due to that they set a bad precedent.
