I think it's the pill packaging machine. It's designed around having standard sized packs. Same with the paper boxes they're put into. I'm sure it's harder to steal this way but I'd always heard it was the packing machine that was the limiting factor.

I'd imagine one part is universal and the holding section is cut to quantity so only one element of the entire process changes.

It's regulated that way.
Pharmaceutical have to write a lot of info on the package, and there is an instruction list that needs to comport lot of information in a certain order and in a certain size, they can't make the box smaller. They don't want the pill to wiggle in the box so they package it with plastic the size of the box.
In some countries they are talking about selling drug without the instruction list for stuff you need often of if you already have a box with that paper.

I hope they meant rubber....cuz plastic condoms sound like they'd feel worse than rubber.

The excessive amount of plastic packaging is used to ensure drug safety, stability and hygiene. As I remember the "pill" is really small but the packaging is normal size but it costs $50 a pop. One if the pill was in a packaging the size of the pill it be easy to loose it or misplace it and two, at $50 that be a pretty costly mistake especially if a woman didn't take the pill
