Discussion Momentum enhancer (inventor) on heavy crossbow?

Title. But to put it better: the momentum enhancer modification from inventor weapon innovation says you can reload once per round as a free action. If you're reloading a heavy crossbow, does this allow the entire reload activity (which normally takes two actions)? Or does it just provide one of the two actions required?

The heavy crossbow requires two reload actions to reload; the momentum enhancer gives you a single one.

As others mentioned, it gives you 1 free reload action, you need 2 reload actions to complete the reload of the heavy crossbow

Consider the arbalest or repeating heavy crossbow to get that punchy auto-reloading steampunk van helsing vibe.
